The police rules contained in Article 1 of the
Concordat were much more developed that the Concordat itself. The pope was
not consulted about them. Here are some of these seventy-seven Organic
Articles.
1. No bull, letter, rescript, decree, mandate,
provision, signature serving as provision or other missive from the court of
Rome, even if only relating to specific matters, can be received, published,
printed or otherwise executed without the authorization of the government.
2. No individual calling himself nuncio legate,
vicar or apostolic commissioner, or priding himself in any other
denomination, can exercise any function on French soil or elsewhere in
matters relating to the Gallican church without the same authorization.
24. Those who are chosen to teach in the seminaries
will subscribe to the declaration made by the clergy of France in 1682 A.D.
... They will submit to teaching there the doctrine contained in that
declaration.
