The Encyclical Vehementer (11 February 1906) of Pius X

This theory of separation is the clearest negation of the supernatural order. In fact it limits the action of the state to the pursuit of public prosperity it this life, though that is only a secondary matter for political societies; and as though such a thing were alien to it, it is in no way concerned with the ultimate reason for their existence, which is eternal bliss.

The depositions of the new law are contrary to the constitution according to which the church has been founded by Jesus Christ ... As a result this church is essence an unequal society, that is to say a society comprising two categories of person, the shepherds and the flock.. These categories are so distinct that the right and authority necessary for promoting and guiding all the members towards the goal of society reside only in the pastoral body; as to the multitude, its sole duty is that of allowing itself to be led and following its pastors as a docile flock.
